The National Institute of Public Administration and Management (INAMP) hosted, on July 16, 2026, the first high-level institutional meeting between the leadership of the National Institute and the Resident Coordinator of the United Nations Organization in the Republic of Moldova and the UN Country Team.

Facilitated with the support of the State Chancellery, the meeting opened a structured process of strategic dialogue, aimed at strengthening the role of INAMP as a reference national partner for the development of public administration capacity and an institutional platform through which international expertise can be transformed into sustainable skills and tools in the public sector.

The United Nations delegation, led by Yeşim Oruç, UN Resident Coordinator in the Republic of Moldova, included Karina A. Nersesyan, UNFPA Representative in the Republic of Moldova; Svetlana Andries, Deputy Country Representative of UN Women Moldova; Gerrit Maritz, Deputy Representative of UNICEF in the Republic of Moldova; Tudor Robu, Deputy of the FAO Representative in the Republic of Moldova; and Victoria Muntean, Program Specialist and leader of the "Effective Governance, Justice and Human Rights" Department within UNDP Moldova. Victoria Ignat, UNDP Moldova, also participated; Veaceslav Palade, Office of the UN Resident Coordinator; Dumitru Roman, OHCHR; and Aliona Cristei, UNFPA Moldova.

The INAMP delegation was led by Veronica Butnaru, Director of the Institute, together with Vitalie Iovița, Deputy Director, and the heads of relevant subdivisions.

during the two-hour meeting, INAMP presented its founding context, mandate and strategic role, institutional capacity, training and professional development model, categories of beneficiaries, network of trainers, digitization and modernization processes, results achieved, national and international cooperation, as well as its strategic development priorities.

The dialogue focused on four priority directions: the professionalization and strengthening of public administration capacities; modernization, digitization and innovation of the training system; supporting public administration reform, including at the local level; as well as strengthening institutional capacity and expanding INAMP services.

"Our goal is to fundamentally transform the way in which the public administration develops its capacity. We must move from one-off interventions to a coherent, coordinated and sustainable system, through which the expertise of UN agencies is capitalized, through INAMP, in the form of public leadership, institutional competences and better services for citizens", said Veronica Butnaru, Director of INAMP.

Yeşim Oruç appreciated the extent of the results obtained by the National Institute in a short period of activity and emphasized that "INAMP is a partner of the UN family". The resident coordinator expressed her willingness to facilitate closer interagency coordination and to encourage the expansion of cooperation with INAMP, so that training and professional development initiatives evolve from individual interventions to integrated, institutionalized and sustainable approaches.

The representatives of the UN agencies presented their areas of expertise and expressed openness to initiate and strengthen cooperation with INAMP. The discussions highlighted the need for an approach through which the partners' interventions contribute specifically to the systemic modernization of professional development in the public administration.

in continuation of the dialogue, the parties agreed to transmit the strategic priorities of INAMP, the mapping of relevant projects and interventions of UN agencies, and the development of a preliminary calendar of joint activities for the year 2027.

The new stage of cooperation aims to connect INAMP's activity to international expertise and thus transform knowledge into sustainable institutional capacity, public performance and concrete results for citizens.
