
The project “Resilient Communities through Women’s Empowerment (Phase II)” is being implemented by the National Institute of Public Administration and Management, with support from the United Nations Development Programme and financial support from the governments of Sweden and Norway.
This initiative supports the development of a public service that is better equipped to address current and future challenges. The project focuses on building the skills needed for a modern, efficient, and results-oriented public administration.
About the Project
The project aims to strengthen the professional capacity of public servants in areas critical to community development: climate resilience, gender equality, and sustainable development.
To this end, the project involves the development of dedicated educational tools and the organization of training sessions for civil servants in central and local public administration, as well as for local elected officials. The activities are designed so that participants can apply the knowledge they have gained in their professional work.
What is the goal of the project?
Participants will acquire basic skills and practical tools to help them perform their duties more effectively. At the same time, the project contributes to a better understanding of the link between climate change, gender equality, and sustainable development, so that these issues can be addressed in an integrated manner within the decision-making and administrative processes.

Sustainability
To ensure continuity and medium-term impact, the materials developed as part of the project will be incorporated into the relevant modules of the Professional Development Program for Civil Servants for the period 2026–2027, approved by Government Decision No. 166/2026.
